Harley, 31, died in an accident March 31, 1996, in Klamath Fall, Oregon. He was born August 7, 1964, in Klamath Falls and graduated from Henley H.S. in 1982. Harley then graduated from Central Oregon Community College in 1989 with a manufacturing technology degree, and the Oregon Institute of Technology in 1991 with a manufacturing engineering technology degree.
Harley was an honor graduate in police officer training from the Federal Law Enforcement Center, Marana, Arizona, in 1991 and was an Indian Law platoon leader and a handgun expert at the Federal Law Enforcement Training Center in Glynco, GA., where he received criminal investigator training. He was in the U.S. Army where he received the distinguished honor graduate of the Airborne School, 75th Ranger Battalion.
Harley was game management supervisor and officer at the Klamath Tribe of Oregon from 1991 to the time of his death. He was elected three consecutive terms on the Executive Committee for the Klamath Tribe and retired from the Executive Committee to serve as regulatory commissioner for the new Klamath Gaming Center. Harley jumped at Redmond in 1986.
